What do you need to know?

The FIZAN Housing Sector Fund for Development is a long-term financial investor whose activities consist in financing and co-financing investments in the field of housing, carried out in cooperation with private entities, authorities and companies of the State Treasury.

The fund invests in the segment of affordable housing. As part of ongoing projects, the Fund can buy, build and expand and modernize multi-family buildings or buildings in terraced buildings, as well as infrastructure related to residential and local government construction.

The Fund offers two products:

  • Active Product Fund (PAF);
  • Public-Private Partnership(PPP).

Each of them can be implemented in cooperation with a local government partner.

PAF assumes that the Fund remains the default owner of the constructed property. The land can be among other things purchased from a private partner or transferred to a special purpose vehicle by a local government partner and may be bought out by the Fund after completion of construction.

PPP assumes that it is the local government partner that brings land to the company that becomes the owner of the constructed property over time. The Fund invests in a special purpose vehicle to carry out construction work. Subsequently, the property is rented by the company to individual tenants, but it can also be leased to a local government partner for a period of about 25 – 30 years.
